Rep. Peter Abbarno’s bill to enhance access to public records scheduled for public hearing
Rep. Peter Abbarno, R-Centralia, announced that his House Bill 1055, aimed at enhancing public access to government records and ensuring greater transparency, will receive a public hearing in the House State Government & Tribal Relations Committee on Wednesday, Jan. 15, at 1:30 p.m.
The legislation directs a comprehensive study to evaluate the establishment of the Washington Office of Transparency Ombuds, an independent, nonpartisan state agency dedicated to assisting the public in navigating public records requests. Abbarno emphasized the importance of open government, saying:
“Washingtonians deserve an open and accountable government. This legislation affirms our commitment to ensuring residents have the tools and support to access public records without necessary barriers.”
House Bill 1055 proposes a study conducted by the Joint Legislative Audit and Review Committee (JLARC), alongside key stakeholders, to assess the potential benefits of an independent transparency office. Key areas of study include:
- Comparative analysis of public records laws across states.
- Evaluation of existing independent state agencies support public records access, with a specific review of Pennsylvania’s Office of Open Records.
- Potential cost savings from reduced litigation over public records disputes.
- Recommendations for the proposed agency’s structure and duties.
“This is about building trust in government,” added Abbarno. “But it is also about finding a better, more efficient, and less costly way for requesters to get the information they need and for government and public agencies to respond.”
The study’s findings and recommendations will be submitted to the Legislature by December 1, 2026. HB 1055 builds on RCW 42.56, the Public Records Act, further reinforcing the state’s dedication to transparent governance.
Constituents and members of the public are encouraged to attend the hearing or submit written testimony to the House State Government & Tribal Relations Committee.
