VIDEO | Rep. Peter Abbarno: Lowering costs for firearm ownership protects 2nd Amendment rights (Opposition to House Bill 1163)

Rep. Peter Abbarno, House Republican Caucus Chair, stands up for Second Amendment rights during House floor debate on House Bill 1163.

On the House floor, Abbarno delivered a powerful speech in support of an amendment aimed at improving a deeply flawed firearm policy, stating:

“Washington state has among the highest crime rate in the nation- among the most burglaries per capita -and at the same time –the lowest number of law enforcement officers per capita. In many poor and rural communities, immediate- or- even fast response to violent crimes is not possible. Many community members are left to defend themselves until law enforcement arrives.

“Financial barriers, such as costly licensing fees and mandatory training expenses disproportionately affect marginalized communities. Historically, onerous fees and costs have been used to suppress the ability of certain communities, and certain people from owning a firearm and exercising their constitutional rights. By reducing permit costs in this amendment, I believe individuals from all backgrounds can better exercise their constitutional right to self-defense and personal protection.

“The Second Amendment applies to all citizens, and financial barriers shouldn’t limit who can exercise that right. This amendment to lower costs ensures equal access.”
