Governor signs Rep. Peter Abbarno’s bill to streamline infrastructure and strengthen communities
Washington’s infrastructure coordination team—SYNC—will continue to operate under legislation sponsored by Rep. Peter Abbarno, R-Centralia. Gov. Bob Ferguson signed House Bill 1064 into law today, extending SYNC’s work.
“Infrastructure is one of the most critical investments we can make in the long-term success of our communities,” said Abbarno, House Republican Caucus Chair. “This legislation helps ensure that public dollars are spent wisely, projects are completed more efficiently, and rural and underserved areas have better access to the services they need.”
Originally established in 2017, the System Improvement Team is an interagency, multi-jurisdictional group tasked with identifying, coordinating, and improving infrastructure systems across Washington.
Abbarno’s bill continues the team’s operations and reinforces its mission of improving project outcomes, reducing duplication, and maximizing state resources. It promotes stronger coordination among state agencies, helps rural and underserved communities access critical infrastructure investments, and supports long-term, resilient planning. The bill promotes transparency through regular progress reports, ensuring that taxpayer dollars are used effectively while aligning agency efforts to meet current and future infrastructure needs across the state.
As a former Centralia City Councilmember, Abbarno has consistently emphasized the importance of strong infrastructure policy, particularly in communities facing growth and development barriers.
“SYNC is about breaking down silos, building partnerships, and delivering results for the people of Washington,” Abbarno added. “I’m proud to sponsor this legislation and help lay the foundation for smarter, more effective infrastructure planning.”
HB 1064 contains an emergency clause and will go into effect on June 30, 2025.
